Deuteronomy 23:12-14, 19-25

Making promises to God is optional. Keeping promises, once made, is mandatory. (To not do so is to sin.)

1 Kings 18:1-46

Elijah promised on oath (to Obadiah) that he would show himself to Ahab - in other words, that he would not go back into hiding. This encouraged Obadiah to go and tell Ahab that Elijah had come.

Ecclesiastes 5:1-7

Fools make empty promises to God - promises they back out of at a later time. They daydream a lot (perhaps "wishful thinking") and utter lots of words and make lots of promises; when they should be silent and attentive to God!
If you do make promises, make sure you keep them! It would be better to not promise anything, than to bring judgment upon yourself by not doing what you promised. Don't let your dreams (perhaps dreams of better circumstances) cause you to sin.
Ecc 5:6 Don't allow your mouth to lead you into sin. Don't protest before the messenger that this was a mistake. Why should God be angry at your voice, and destroy the work of your hands?
