The Old Testament Hebrew word emphasis a long, indefinite period of time. The context may indicate that the "forever" will come to an end at some point in the future. Or, it may indicate that it will not end. Isaiah 32:14, 17 seems to include both uses.

Isaiah 32:9-20

(v. 13-14) Famine and destruction is coming, and it will last “forever.” The Hebrew concept of "forever" refers to a long, indefinite time period.
This judgment will not last "forever" - the way we understand that word today. Verse 15 tells us when it would end: When the Spirit comes, the situation will be reversed.
In v. 17, we find the second "forever" in the passage. Here, the context (and other prophecies) would suggest that it will be permanent - at least in regard to its prophetic description of future events.
