Leviticus 26:1-45

1) Blessings with obedience, judgment with disobedience.
2) When rebellion reaches an irreversible climax, the judgment will intensify to the point of exile.
3) At this point, there will be few people left in the land; the land will have a rest, but the survivors will have terror/anxiety.
4) If those in exile repent and accept their punishment, God will remember them.
5) In the end, God will fulfill the covenant he made with their ancestors, and will restore Israel to the land.

Deuteronomy 28:1-68

If you obey, blessings will overtake you (extended description of the blessings). If you refuse to obey, curses will overtake you (extended description of the curses).
In the centuries after this was written, prophets would refer back to this (and similar passages), to explain why the nation was being judged and what would happen if they repented (or refused to repent).
