2 Peter 3:1-7

The earth was "formed out of water and amid water," and was later "overflowed with water" at the time of the Flood.


Psalm 24:1-10

Psa 24:2 "God has founded the earth on the seas, and established it on the floods." The focus is on the dry land (the inhabited earth - as opposed to the oceans and seas), and specifically its surface. This land "came out" of the waters on the third day of creation.
Though most of the water that was originally "under the earth" is now in the oceans (because of the Flood), even today, there is water under the earth's surface (mostly in porous rock).
The seas can also be described as being "below" the earth, based on elevation.
