This concept is being used to describe instances in which God appears (from human standpoint) to change his thoughts about something, or to have limitations of some kind.

See also: When God "Repents".

When God "Repents" or "Is Sorry" about Something

From the perspective of God's sovereign decree, nothing changes. From the perspective of human perception, God's course of action is changed.

Example - Genesis 6:6 - Genesis 6:1-8 Because of mankind's wickedness, God was "sorry" and grieved that he made them.
(Note about the 2 words translated as "repent" in the O.T. ...)

When God "Remembers" Something

Example - Genesis 8:1 - God didn't "forget" the ark, but focused his attention on them. - Genesis 8:1-22

Additional Scripture References to Evaluate

Exodus 32:1-35

God threatened to totally destroy the Israelites, but after Moses' pleading, didn't. He "repented" of what he threatened to do.
