This is related to the Fifth Commandment. When a human authority gives a command that goes against God's authority, the human authority is to be disobeyed, and God obeyed.

There is a distinction between "civil disobedience" (when disobedience to a lower authority is due to obeying a higher authority) and Disobedience and Rebellion.

Exodus 1:15-21

The midwives refused to obey the king's order to kill the baby boys. God blessed the midwives, because they feared God more than they feared the king.


Exodus 1:22 - 2:10

Moses' parents hid their son, rather than throw him into the river to die (as the king had commanded).


1 Kings 18:1-46

Obadiah protected 100 of God's prophets, when Jezebel was trying to kill them.


Ecclesiastes 8:1-8

When a human authority gives a command that goes against God's authority, the human authority must be disobeyed, and God obeyed. This is a legitimate form of civil disobedience. (This Ecclesiastes passage does not focus on this exception, but on the obedience that is required under normal circumstances.)
