Under the Old Covenant, this term applied to the nation pf Israel. However, most of the people in Israel removed themselves from this category, by rejecting the God of Israel.

This is why, in the New Testament, we read that, "... they are not all Israel, that are of Israel" (Romans 9:6). Those who are genuine are a small subset of the whole group!

Under the New Covenant, this didn't change - those who were genuine were still a subset of the whole group. However, because of the rejection by most Jews, God has welcomed non-Jews into the group that is called "chosen people."
